In the category "Manage player's health", there should be 4 options. Set flashing health points, Increase player's health points, Reduce player's health points, and Set player's health points. However, sometimes, I lose Reduce player's health points and Set player's health points. Usually frames that are being merged at or are a merging frame. Why is this? And how can I fix it?

That is by design. Certain actions for some reason (which I don't know!) shouldn't be called in a merged frame. Does that mean that they shouldn't be called on the first frame of a merged block? The last frame? Any frame but the first/last? Any frame at all? Again, I'm not sure.
There are ways around this, but being able to circumvent this context hiding is a bug. A closer investigation of this is on my AAO to-do list, but it's not very high priority.
