What exactly are frame presets, and how do I use them?
I assume frame presets are simply ways to make it easier to create the same frame in multiple places in a copy/paste style. This is what I am hoping, because it would make cross examination Hold it!'s significantly easier. However, I lack information about the subject, and I am wondering what exactly it DOES do. Help is appreciated

It's exactly that, a way to copy/paste frames. It's still in development, so there's currently no way to save presets after you've closed the editor.
