This was my intention as well.
When in playtest mode, the "Return to Games" button would change to "Return to Case Editor". But this might not be needed, as most people test their cases in a different tab.

I agree with you, but there is a problem. You can see the issue in your mockup image. There is room for the Court Record on the left, but the content on the right has too much room. Plus, it is too hard to scale a design that is centred. However, if you shrink your browser window to the size of a smartphone, you will find that the layout changes so that everything is centred.
