Types of Topics
Since you guys seem to think there is SOO much spam here... >_>
How about 2 types of topics? One for serious discussions, and the other for other, "Spam-y" topics. They can be represented in different ways, like serious topics with serious discussions could have a different symbol beside the topic than the non-serious topics. That way, the topic creators decide if they want spam or not in their topic. It they don't, then mods delete spam. Everyone's happy.
Of course, the ToR would be under serious topics. Serious discussions happen on the serious Topic of Seriousness.
I have another proposal, actually. If a topic asks a question, like all the topics in the Bug Reports section, then the TC has the option to close their own topic once the question has been answered. (Or before, if they want, although I don't see why.)
Really, no reason for this, other than it would be pretty cool, and the mod has less strain.

Yeah, but then if mods go (In your perspective) trigger-happy, then it will be your fault, if you posted on a serious topic. (Like the ToS). You have no grounds. Everyone's happy.

*shrugs* Don't get angry about it; Ideas are just the beginning process of change, and must first go through intense scrutiny, then be molded; more defined, and given shape. After the tedious process, then an idea becomes a change. So it's only natural that they all don't work. ^^
